Opinions please?

severity_softlyOkay, I am writing the Dean at my school about a class I dropped, because I really think I deserve my money back. I probably won't get it, but it's worth a shot. And someone needs to call this teacher on her act.
Since I'm still pretty mad about it, I wanted to get a second opinion(s) on my letter, if only to make sure I didn't step over the line of being-respectful-land to I'M-PISSED-OFF-AND-BELIGERENT-land. Here it goes:

I was, until recently, enrolled in Dr. **'s POL 1010 class (Tues/Thurs at 12:25-1:45), and I am sending you this email because I am deeply unhappy with the education I received. I stuck it out past the refund deadline because I really wanted to take the class, I was interested, and I expected it to get better. It did not, and I believe it was a complete waste of my money.
By Dr. **'s account, and by what I heard from other classmates, nearly every student in the class was failing. I studied for hours only to barely pass our only quiz (at the time I dropped the class), and was told it was one of the higher grades. After turning in our first report, Dr. ** held on to them for an excessive amount of time before returning them just before our midterm with instructions for nearly all of us (including me) to rewrite them. After my barely passing quiz grade and a rewrite request on my paper, I elected to drop the class with a W, rather than waiting for her to fail me like everyone else. There were not enough grades given out for me to have formed any basis to believe otherwise.
If almost every student in a class is doing poorly, doesn't it stand to reason that the problem is with the teacher and not the students? Dr. ** was absent from class about half the time, and I watched as the number of students in the class dwindled by what appeared to be about a third. The last class I attended, she told us that another student had sent an email complaining about her substitutes, and then informed us that she never even wanted this class to begin with, didn't have time for it, and didn't even know where her copy of our "book" was. This "book", which I bought, was basically a pile of unbound pages that cannot be returned. Yet another waste of money.
That was the last straw for me. If she does not have time in her busy life to make sure students are getting the education they paid for, she shouldn't be teaching.
I have never been so deflated by any teacher in my entire student life, and considering I have not received any grade under a 90/100 in the other class I am taking this semester, I think it is fair to say that I have been putting plenty of work in. This was an introductory class, so there is no reason for every student to do so poorly.
I realize that it is past the deadline for a refund, but considering the circumstances, I believe that one is deserved. If you cannot refund it directly to me, I will accept a credit to my student account toward future tuition. There is absolutely no excuse for this kind of neglect by any teacher.
